The Department of Civil Aviation was initially founded in 1957 under the Nepalese government’s Ministry of Work, Communications, and Transport. The Civil Aviation Act of 1959 established the statutory regulations for civil aviation (2015 BS). In 1960, Nepal became a member of the International Civil Aviation Organization (ICAO).

In the year 2050 B.S., the Nepalese government issued its first-ever Civil Aviation Policy (1993 A.D.). The Department of Civil Aviation was to be transformed into an autonomous Civil Aviation Authority under this program. CAAN is both a civil aviation regulator and a service provider in the fields of air navigation and aerodrome operations.

Mission: To ensure that civil aviation and airport operations are safe, secure, efficient, and of high quality.

Vision: Using tourism promotion and accessibility to make air services an effective vehicle for high economic growth.
